PHOENIX

 

PHOENIX is a H2020 EU project to boost the cyber security of the European Electrical Power and Energy Systems (EPES). The project advances the cyber-physical security via the collaborative detection of security and privacy incidents and attacks, guaranteeing reliability, increasing resiliency and minimising their cascading effects.

PHOENIX has the following strategic goals:

  • Strengthen cybersecurity preparedness by employing security “by design” and “by innovation”.
  • Coordinate European EPES cyberincident detection, response and recovery.
  • Accelerate research and innovation in EPES cybersecurity.
  Phoenix Structure

The PHOENIX consortium comprises 24 partners from 10 different countries, covering all the required stakeholders including energy generation, VPP, TSO, DSOs, aggregators, retailers, prosumers, end-users, technology providers, SMEs and academic research facilities.

The above mentioned goals will be achieved by developing and deploying a platform that utilizes a secure and privacy-preserving communication architecture. The core component of the platform is the “Situational Awareness and Incident Mitigation” module, which will perform intrusion detection, attack classification, risk assessment and countermeasure activation. ACS, in cooperation with IFHT (Institute for High Voltage Technology), will play a major role in developing this platform. Moreover, ACS will address the identification and assessment of vulnerabilities and potential threats as well as investigate appropriate countermeasures. Furthermore, various “by-design” measures to increase the EPES resilience will be investigated in simulation and in a laboratory set-up.

Eventually, this platform will be deployed and validated in five large-scale pilots covering the complete value chain from generation to consumption, including cross-border experiments and cascading effects on other critical infrastructures. Another platform will be deployed on a Pan-European level to facilitate information and intelligence exchange among pilot sites.

Announcements

14/09/2020

On 14-15 September 2020, the third plenary meeting took place remotely. Charukeshi Joglekar presented the results of the threat modeling and the unknown threats analysis related to the five large scale pilots. Moreover, Hendrik Flamme presented the development progress of the situation awareness and incident mitigation modules to the PHOENIX consortium.

On 4-5 June 2020, Nikolaus Wirtz, Hendrik Flamme, Chijioke Eze and Ömer Sen (IAEW) presented the progress on the assessment and analysis of risk prevention strategies and the situation awareness and incident mitigation modules to the PHOENIX consortium during an online plenary meeting. Beyond that, it was great to hear Nelly Leligou of University of West Attica presenting education for the energy transition according to project ASSET.

On 4-5 February 2020, Hendrik Flamme presented the progress and challenges of the work package responsible for the situational awareness and incident mitigation modules at the PHOENIX plenary meeting in Athens.

Hendrik Flamme represented ACS at the technical meeting in Terni (Italy) on 17 December, which was hosted by ASM Terni SpA. The topic of the meeting was the identification of vulnerabilities and cyber security threats related to the trial sites.

Hendrik Flamme and Nikolaus Wirtz participated in the kickoff meeting of the project PHOENIX hosted by the project coordinator Capgemini at their new office building "147" in the Paris region. The PHOENIX consortium is comprised of 24 partners from 11 countries, cooperating to increase resilience of the European Electic Power and Energy System (EPES) by protecting it against cyber and privacy incidents and attacks.

PHOENIX is part of the EU's largest research and innovation programme, Horizon 2020. The project will run for three years.
