"SEGuRo - SEcure Grids for Redispatch 2.0" is a project with the goal to develop and test a concept for secure distribution grid monitoring, funded by the German Federal Ministry of Economics and Climate Protection (BMWK). The project started in 2022 and has a period of three years.
The increasing penetration of distributed generation and consumption in the distribution grid leads to a more dynamic and increasingly unpredictable grid behavior. To ensure supply security and grid stability, flexible control mechanisms of distribution grid assets become progressively required. Therefore, the Grid Expansion Acceleration Act introduces the Redispatch 2.0, which also includes smaller installations above 100kW into the process of controlled adjustment of power infeed. The implementation of such regulations requires innovative solutions for distribution grid monitoring.
In the context of SEGuRo, a concept for secure distribution grid monitoring is developed and tested in cooperation with the City of Herne, the Municipal Utilities ("Stadtwerke") of Herne, the companies OPAL-RT, Gridhound, Utimaco and Rhebo, as well as the Bochum University of Applied Science and the RWTH Aachen institutes FCN-ESE and ACS.
The developed SEGuRo solution considers the entire process chain, from the measurement of data in the field up to the dynamic state estimation. For that, a digital twin of the regarded grid section is created and integrated into a specifically developed real-time capable monitoring platform. Additionally, secure methods for the data exchange between measurement devices and the monitoring platform are developed. For that, a tamper-proof signing of all measurement data, directly at the point of measurement, as well as a secure communication channel between measurement devices and the monitoring platform is required. This counteracts the threat of cyber-attacks, mitigating additional risks with respect to grid security and stability.

One key aspect of SEGuRo is the comprehensive testing of the developed system under real-life conditions. Due to the close cooperation with the City of Herne, the city district Sodingen with its integral parts Klimaviertel and Energiepark Mont Cenis, is used as a living lab for field trials. This allows to investigate the benefits of the SEGuRo solution for the operation of distribution grids.
Parallel to the technical research and development, potential business models and monetization strategies, enabled by the SEGuRo solution, are studied within the project timeframe. Cost structures, potential revenue streams and the economic aspects of the developed system are continuously analyzed and the resulting findings are transferred into potential business models for grid services.
The Institute for Automation of Complex Power Systems (ACS) leads the project as general coordinator and mainly contributes to the development of the digital twin, as well as the extension of a classical state-estimation with additional dynamics. For the integration of both technologies into a central monitoring platform, the development of a suitable simulation core and the corresponding research questions are core topics of ACS as well.Copyright: © BMWK
