Development of a Combined Contracting Model and Investigation of Feasibility

The necessity for modernization, the reduction of energy consumption and the achievement of energy efficiency pose an increasing challenge in the building sector. One approach for accomplishing these challenges is Contracting. In this work, a combination-model of different contracting-forms is developed, which would significantly reduce the refurbishment efforts in the housing industry.

For this purpose, the common forms of basic contracting are considered, the use of contracting in the housing industry is analysed along with the current market situation of contracting. Moreover, the development status of the contracting-forms is then thoroughly examined. Based on the findings, a contracting-model is established.

In order to check feasibility of the established model, an examination of this combination-model is carried out on the basis of expert interviews. Experts include municipal utilities, contracting companies, cooperative and an energy agency. Furthermore, an evaluation of these interviews is conducted by means of the qualitative content analysis.

Legal and contractual problems significantly inhibit the implementation of a combination model. Despite of 80% positive rating of the model by respondents and the expected advancements in contracting market, the feasibility of the model's development at present time in the housing industry is inconceivable. To ensure successful application of the model in this area, practical trials and extensions, such as usage of energy saving meters, are required. The potential for developing energy measures can be extended to other sectors, such as the public sector.

The combination model could play an important role in the further development of the contracting market in order to open up energy potential in the building sector. Until then, developments are required on the legal and political side in order to stabilise the legal situation and thus enable the testing and realization of combination forms of contracting.
